Ofgem & Ofwat · Last-Mile Regulatory Tracker
Regulatory Tracker
Live view of the regulatory developments that move the model for last-mile network assets — independent electricity distribution (CDCM / IDNO) and water & wastewater (NAV). Each item carries a modelling implication: what it changes for revenue, charges, allowed returns, or asset ownership. Reviewed May 2026.
CDCM — Common Distribution Charging Methodology
Ofgem's methodology (governed under DCUSA) for LV/HV distribution use-of-system charges. IDNOs largely mirror host-DNO CDCM tariffs within the Relative Price Control — so CDCM mechanics set last-mile DUoS revenue.
NAV — New Appointments & Variations
Ofwat's regime under which a NAV is appointed to supply water/sewerage to a defined area (typically new development), buying bulk supply from the incumbent. NAV economics turn on bulk price, the no-worse-off charging cap, and developer income.
